Victorian gambling regulator shares plans for 2025–26

The Victorian Gambling and Casino Control Commission (VGCCC) has recently released its Annual Plan for 2025-26, setting out its regulatory priorities and objectives for the year ahead (please see here).



The VGCCC’s regulatory remit covers all gambling operations in Victoria, including the Melbourne casino, pub and club venue operators with gaming machines, wagering service providers, sports controlling bodies, Keno and public lotteries, the gaming monitoring licensee as well as community and charitable gaming providers.

Regulatory priorities for 2025/26 are:

Criminal influence and exploitation:

-            monitoring for indicators of money laundering;

-            encouraging providers to take timely action to identify and prevent criminal activity;

-            educating industry about the risks of criminal influence and exploitation

Gambling harm

-            monitoring for signs of gambling harm and appropriate interventions;

-            protecting excluded customers and minors from accessing gambling products and venues;

-            ensuring marketing activities comply with legislation; and

-            educating industry about the risks associated with providing gambling products.

Enforcement priorities for 2025/26 are:

-            targeted audits;

-            inspections; and

-            continued oversight of major licensees such as Crown Melbourne and Tabcorp as they progress transformation programs.

The VGCCC will also monitor compliance with the National Consumer Protection Framework for Online Wagering and ensure operators take appropriate action to prevent and report criminal activity.

At Senet’s Backing The Punt – Wagering and Racing Conference in September 2025, VGCCC Chief Executive Officer Suzy Neilan spoke to the regulator's encouragement of self-reporting by industry participants where non-compliance is identified, noting that such conduct demonstrates integrity and is taken into account when enforcement decisions are made.

We note with interest that the VGCCC has published a 2025-2026 performance metric of 95% for the proportion of high-harm gambling breaches resulting in regulatory action.

We expect that the VGCCC will continue to intensify its focus on the sector throughout 2025/26 and that the long-awaited Federal Government response to the “You Win Some You Lose More” report will influence future VGCCC priorities.
